Article I. FINDINGS |
§ 15.04.010. Findings.
A.
The city council does expressly find and determine that changes and modifications in the editions of the Uniform Codes as adopted by the ordinance codified in this chapter pursuant to Sections 17922, 17958, 17958.5 and 19588.7 of the Health and Safety Code of the state are reasonably necessary because of local conditions.
B.
The city clerk, upon enactment of the ordinance codified in this chapter, shall notify the Department of Housing and Community Development, by sending a copy of the ordinance codified in this chapter, along with a notice advising such department of the enactment of said ordinance and its effective date and of the expressed findings made in this section, that such changes and modifications to the codes adopted by reference in the ordinance codified in this chapter are reasonably necessary in the city because of local conditions.
C.
The city council further finds and declares, pursuant to the provisions of Section 15002 of the Guidelines for Implementation of the California Environmental Quality Act of 1970 (California Administrative Code, Title 14, Division 6), that all of the provisions of the code of building regulations and the codes incorporated therein, and the projects and actions which may be considered or permitted thereunder, are "ministerial" within the meaning of said Section 15002 and Paragraph (b) of Section 21080 of said act.
